Retrieves a loan borrower's eConsent: whether they've agreed to receive disclosures
electronically, when that was recorded, and the IP address it came from. The status is the same one
nCino Mortgage uses to decide whether disclosures can be delivered to the borrower electronically.

Use this instead of econsent_date on the loan, which is loan-level and only filled in by an LOS sync.
